    BALI – The increase in tourist arrivals in Bali has driven the growth of the property business climate in Bali.

    Quoted from kompas.com, Bali has become the region with the most popular residential search during the July 2022-July 2023 period.

    This is evidenced by the popularity of properties in Badung which experienced a growth of -1.5 percent to 1.4 percent. While Denpasar grew from -0.7 percent to 0.9 percent.

    This annual growth in popularity still tends to be high compared to South Jakarta which is in the range of 0.8 percent and Bandung 0.7 percent.

    Apparently, there are many reasons behind this as stated by Associate Vice President Marketing 99 Group Indonesia Firman Pamungkas Putra in his report, Saturday (26/8/2023).

    “Apart from being a tourist destination, property interest in Bali is also influenced by the existence of a number of regulations and policies that make it easier for foreign nationals (WNA) to settle down,” said Firman.

    According to him, the government’s plan to harmonize the Golden Visa regulations (special visas for investors who will invest in Indonesia) in the near future is expected to have a positive impact on property investment, both in Bali and other regions in Indonesia.

    At least, there are five areas in Bali that are most popular with property seekers, namely led by Badung with 48.2 percent popularity.

    Then, followed by Denpasar 29.9 percent, Gianyar 13.1 percent, Tabanan 4.7 percent and Buleleng by 2.6 percent.

    Firman revealed that Badung, Denpasar, and Gianyar are favorite tourist destinations among domestic and foreign tourists, and are located within easy reach to and from Ngurah Rai International Airport.

    These three areas are also equipped with public facilities and commercial developments that are comprehensive enough to accommodate the activities and needs of tourists.

    “Badung’s popularity as the center of concentration of tourist activities in Bali also recorded the highest yield compared to other regions, at 4.9 percent – relatively higher than other major cities including the Greater Jakarta area. Thus, this region is potential for property investment,” he concluded.

    LABUAN BAJO – President Joko Widodo inaugurated the Labuan Bajo-Golo Mori Access Road, West Manggarai Regency, East Nusa Tenggara Province, on Tuesday, March 14, 2023. The President hopes that the road can encourage the development of Labuan Bajo as a super priority tourist destination.

    “This morning we see that the road from Labuan Bajo to Golo Mori has been completed. This will improve connectivity in order for us to develop Labuan Bajo as a super priority tourist destination,” the President said in his remarks as reported by presidenri.go.id.

    Not only supporting the development of Labuan Bajo, the President also said that the road connecting Labuan Bajo and Golo Mori can support the development of the surrounding area. The 25-kilometer access road was built with a budget of Rp481 billion.

    “The area between Labuan Bajo and Golo Mori will be able to develop well,” he said.

    In a separate statement, the Head of the National Road Implementation Center (BPJN) X NTT, Agustinus Junianto, explained that along the access road several bridges were also built with a total length of 175 meters.

    “In the construction of this road there are bridges that we built along 175 meters, there are four bridges namely Naganae Bridge, Wae Mburak Bridge, Wae Kenari Bridge, and also Soknar Bridge,” he explained.

    Agustinus considered that the construction of the access road could cut travel time from Labuan Bajo to Golo Mori. “Previously, from Labuan Bajo to Golo Mori, we took approximately two to three hours, but now it only takes 30 minutes,” he explained.

    Also accompanying the President in the inauguration were Minister of Public Works and Public Housing Basuki Hadimuljono, Cabinet Secretary Pramono Anung, Governor of East Nusa Tenggara Viktor Laiskodat, and Regent of West Manggarai Edistasius Endi.

    Regulasinya Tengah Direvisi, Ini Karaktertistik Lahan Sawah Dilindungi

    INBISNIS.ID, BALI – Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) tengah merevisi Keputusan Menteri ATR/Kepala BPN terkait penetapan lahan sawah dilindungi (LSD) di 8 provinsi Indonesia.

    Kepmen ATR/BPN yang dimaksud bernomor: 1589/SK-HK.02.01/XII/2021 Tahun 2021 Tentang Penetapan Peta LSD pada Kabupaten/Kota di Provinsi Sumatera Barat, Banten, Jawa Barat, Jawa Tengah, Daerah Istimewa Yogyakarta, Jawa Timur, Bali, dan Nusa Tenggara Barat.

    Seperti yang dilansir dari kompas.com pada Kamis (9/2/2023), Menurut Menteri ATR/Kepala BPN Hadi Tjahjanto, kini sudah masuk tahap koordinasi terpadu pengendalian alih fungsi lahan sawah.

    “Saat ini sedang dilakukan revisi terhadap keputusan menteri tersebut dan sudah memasuki tahap koordinasi terpadu pengendalian alih fungsi lahan sawah,” jelas Hadi dalam Rapat Kerja (Raker) dengan Komisi II DPR RI, Senin (6/2/2023).

    Sebelumnya, Hadi memastikan aturan LSD tak mengganggu pelaksanaan pembangunan rumah subsidi.

    Hadi mengaku sudah melakukan koordinasi dengan Dirjen Pengendalian dan Penertiban Tanah dan Ruang, terkait LSD agar tak mengganggu pembangunan rumah yang merupakan bagian dari Program Sejuta Rumah (PSR) bagi masyarakat berpenghasilan rendah (MBR).

    “Intinya masalah ini akan segera diselesaikan agar tak mengganggu, khususnya kendala dalam pembangunan rumah subsidi. Kementerian ATR BPN akan sinkronkan aturan ini agar jangan berlarut-larut dan jangan menabrak aturan yang sudah ada,” ujar Hadi.

    Ternyata, ada beberapa karakteristik suatu lahan masuk kriteria LSD sebagaimana dikutip Kompas.com dari laman Direktorat Jenderal (Ditjen) Pengendalian dan Penertiban Tanah dan Ruang (PPTR) Kementerian ATR/BPN, Rabu (8/2/2023).
    Hal ini berdasarkan yang dikutip media INBISNIS.ID pada Kamis (9/2/2023).

    Keempatnya adalah terdapat irigasi premium di dalamnya, beririgasi teknis, produktivitas 4,5-6 ton/hektar/panen, dan memiliki indeks penanaman minimal dua.

    Akan tetapi, suatu lokasi dapat dikeluarkan dari LSD apabila memenuhi salah satu kriteria berikut:
    1. Kawasan tersebut telah memiliki bangunan atau urugan tanah yang menutupi LSD sebelum 16 Desember 2021.
    2. LSD memiliki luasan yang relatif sempit atau kurang dari 5.000 meter persegi terkurung bangunan.
    3. Terdapat rencana Proyek Strategis Nasional terbaru di atas LSD.
    4. Telah terbit Hak Guna Bangunan/Hak Guna Usaha (HGB/HGU) non-sawah atau Pertimbangan Teknis Pertanahan (PTP) di atas LSD sebelum 16 Desember 2021.
    5. Terdapat kepentingan nasional lainnya seperti bencana alam dan perubahan wilayah.

    INBISNIS.ID, BALI – Kasus yang menimpa Ibunda dari Mantan Wakil Menteri Luar Negeri Dino Patti Djalal, keluarga Nirina Zubir, dan warga lain yang menjadi korban pencurian sertifikat rumah oleh mafia tanah.

    Hal itu disampaikan Dino melalui cuitan pada akun Twitter resminya, @dinopattidjalal, beberapa waktu lalu.

    Dino mengatakan, ibunya tahu menjadi korban mafia tanah itu setelah sertifikat rumahnya berubah nama kepemilikan.

    Padahal, kata Dino, ibunya tidak pernah melakukan akad jual beli (AJB) rumah tersebut.

    “Agar publik waspada : satu lagi rumah keluarga saya dijarah komplotan pencuri sertifikat rumah. Tahu2 sertifikat rumah milik Ibu saya telah beralih nama di BPN padahal tidak ada AJB, tidak ada transaksi bahkan tidak ada pertemuan apapun dgn Ibu saya,” cuit Dino.

    Lantas, bagaimana agar kasus pencurian sertifikat oleh mafia tanah tidak terulang kembali?

    Seperti yang dilansir kompas.com, Sabtu (4/2/2023), Pakar Hukum Pertanahan Lembaga Advokasi Konsumen Properti Indonesia Erwin Kallo mengatakan, setidaknya ada empat hal yang perlu dilakukan pemilik sertifikat:

    1. Gunakan jasa broker bersertifikasi
    Ketika hendak jual properti menggunakan jasa broker, cari yang telah bersertifikasi.

    “Kalau dia jual pakai broker, broker itu sekarang sudah ada izinnya, tanya izinnya. Sekarang broker itu punya izin operasionalnya,” ujar Erwin kepada Kompas.com, Sabtu (13/2/2021).

    Kalau sudah bersertifikasi, broker tersebut telah dilatih dan dididik untuk menangani masalah jual-beli properti dengan benar.

    Sehingga, jika terjadi sesuatu yang tak diinginkan, broker tersertifikasi ini bisa bertanggung jawab.

    2. Calon pembeli harus jelas
    Penjual juga dituntut untuk mengetahui dengan jelas siapa calon pembeli properti mereka.

    Erwin mengatakan, pemilik bisa menggunakan media sosial atau teknologi canggih apa pun agar tahu rekam jejak si pembeli rumah.

    “Artinya, kecanggihan ini, bisa kita cek siapa yang mau beli, jadi harus jelas,” ucap Erwin.

    3. Jangan berikan dokumen sebelum transaksi

    “Jadi, lihat fisiknya saja, kalau mau beli, ya sudah datang ke notaris atau apa. Kan begitu,” ucap Erwin.

    Kalau sudah yakin membeli, si pembeli akan mendatangi notaris, dan notaris ini akan mengecek lewat Surat Keterangan Pendaftaran Tanah (SKPT).

    4. Sering cek ke Badan Pertanahan Nasional (BPN)
    Selain itu, imbuh Erwin, pemilik sertifikat harus sering mengecek ke kantor BPN untuk memastikan asetnya tersebut masih atas nama mereka.

    “Tidak usah setiap bulan, ya paling tidak 6 bulan sekali lah, cuma cek-cek aja,” tuntas Erwin.

    Masyarakat yang menemukan adanya praktik mafia tanah atau kedapatan tanahnya diserobot oleh pihak yang tidak bertanggungjawab bisa melaporkannya melalui aplikasi whatsapp di nomor 081110680000.

    Menteri ATR/Kepala BPN, Hadi Tjahjanto menyatakan, melalui terobosan ini Kementerian ATR/BPN ingin meningkatkan pelayanan serta responsif terhadap kritik dan saran masyarakat.

    “Dalam rangka mengubah wajah ATR/BPN menjadi Kementerian yang lebih terbuka, responsif, melayani dan menerima kritikan, pada kesempatan ini saya juga meluncurkan hotline kontak pengaduan masyarakat melalui whatsapp di 081110680000,” kata Menteri Hadi di Jakarta yang dilansir liputan6.com beberapa waktu lalu.

    Layanan hotline pengaduan ini akan dikaitkan langsung dengan evaluasi kinerja Kakanwil dan Kakantah beserta jajarannya.Dengan demikian, respons dan kemampuan menyelesaikan keluhan masyarakat menjadi menjadi KPI (Key Performace Indicators) dalam menentukan promosi, mutasi, rotasi atau bahkan demosi di tubuh ATR/BPN.

    “Kita lahir melayani rakyat, maka kualitas pelayanan adalah indikator keberhasilan utama,” jelas Hadi.

    Selain meluncur layanan hotline, Kementerian ATR/BPN juga meluncurkan Program Pelayanan Tanah Akhir Pekan (PELATARAN) dan Pembukaan Loket Prioritas yang dikhususkan bagi pengurus tanah secara langsung, tidak diwakili pihak ketiga.

    “Kita berikan karpet merah untuk warga yang mengurus sendiri administrasi tanahnya,” tutur Menteri Hadi.

    Menteri Hadi pun mengucapkan terima kasih kepada PT Telkom Indonesia atas dukungan dan support untuk mendorong digitalisasi layanan aduan publik ini.
